Dayton Callie plays Jereimiah Otto, whom we saw in seaosn 2 when he ran into Ofelia as she crossed the border from Mexico back into the U.S.
He has a line of videos, people on his ranch who presumably have survival skills and now he is hosting the Clark family, LUciana and likely Ofelia around somewhere close.
His two sons are very different Tory and Jake, plus we know he has a wife who died, Troy;s mom, for reasons we do not yet understand.
I like the actor's work a lot, but my own personal sense of Jeremiah is that he cannot be trusted and like The Governor on TWD< has secrets and reasons for deception with all newcomers like the Clark family. Maybe a gruff aspect to his otherwise Governor-like character. I don;t mean he is crazy, like keeping an aquarium full of walker heads crazy, but he seems to have an agenda beneath that gruff, yet Western jovial tone and appearance.

comicbook.com's Brandon Davis talked with Jeremiah Otto actor Dayton Callies, who gave his insight into the character:
comicbook.com/thewalkingdead/2017/06/25/ftwd-dayton-callie-explains-jeremiahs-dark-past-and-light-heart/
"Jeremiah doesn't know everything, the details," Callie said. "Jake might've said, 'Troy was acting up, took a little control', but I don't think Jeremiah gets the depths of Troy's destruction. So, a lot of times, you don't look, especially if it's your family, then you overlook. 'All right, well he's just a little loose cannon.'"
