Daryl is one of those people will lead if he needs to.. like in season 4 when Rick decided he wanted to be a farmer. Daryl was apart of the counsel who made decisions about the prison.
Now in 7b we are seeing Daryl not following Rick's orders. And making his own decisions. Rick told him to stay at The Kingdom to convince Ezekiel to join the war. But circumstances that happened while he was there like finding Carol lead him to leave and go to Hilltop. Telling Morgan he should convince Ezekiel. And it's looks he is at Hilltop to help them get ready for the fight.
Ultimately I think Daryl will never lead like the other leaders Rick, Gregory, Negan and zeke. He would be more suited to a leadership that is spilt between people similar to the prison set - up. And I think that is the best way to lead especially seeing how the 4 leaders lead their people..

Most of the leaders that we have seen have been autocratic. My way or the highway. Maybe because most people don't want to have to make decisions in that world. It is easier to follow. Daryl was a follower. First Merle and then Rick. He's a loyal guy. Didn't have much self confidence. He went against the grain to search for Sophia. He went against Merle and went back to the prison. He objected to Rick's banishment of Carol and went to deal with Tyreese. He had a leadership role at the prison. He left the group to go after Beth taking Carol with him because he didn't want to lose her. He made mistakes in "Consumed" but he acted independently. He sided with Tyreese against Rick about an attack on Grady. Daryl protested against Rick saying that they were the walking dead at the barn. Daryl's arc for the last few seasons has been to move away from being Rick's follower. I do think that he and Carol are going to take important roles in either the Kingdom and/or Hilltop. Rick has Michonne and Gabriel. I don't Carol or Daryl will be an autocratic leader. Maybe they'll be on Ezekiel's Council. None of these communities are that far away from one another.
